We are seeking qualified applicants to fill a full-time Program Manager position in the New Horizons Program.
About This Role:
In this role you will:
Direct, plan, develop, implement, and evaluate a series of programs addressing the clinical needs of youth and their families with mental health, substance use, and co-occurring disorders.
Administer, review, and make recommendations for revision of policies and procedures.
Oversee State and Federal Grants.
Oversee Contracts.
Participate in planning and promotion of clinical standards and protocols and resolution organizational problems.
Manage senior clinical staff on a day-to-day basis.
Assure coordination of client services with other Community Services programs and divisions.
Allocate program resources based on State Performance Contract and/or community priority.
Forecast program needs, proposes, and prioritizes program budget requests.
Augment program resources by submission of grant applications as appropriate and directed by Division Manager.
Conduct recruitment selection, supervision and evaluation of senior clinical staff and oversees the same functions of less senior program staff.
Provide training on a variety of subjects.
Consult with Leadership Team when program and/or administrative decisions are made and is responsible for ethical and cultural competency of the program.
Represent the Community Services in liaison, leadership, and advocacy roles in the community and state organizations.
Establish and oversee administrative and clinical procedures for program to meet objectives set by Executive Director, CS Board, and regulatory agencies.
Monitor personnel management of Program staff and makes recommendations regarding any personnel actions to Division Manager.
Analyze and provide program data, reports, correspondence, surveys and information regarding State and County performance measures, accreditation, licensure, Medicaid standards and quality assurance.
Minimum Requirements:
Master's degree in social work, psychology, counseling, or related human services field.
5-7 years of experience in a comprehensive behavioral healthcare delivery system.
2-3 years supervisory and managerial experience on a professional level.
Virginia state license (LCSW, LPC, or licensed clinical psychologist).
Preferences:
Experience overseeing clinical and administrative services for community-based and outpatient programs for youth and families.
Experience providing clinical and administrative supervision to a team of clinical staff at a CSB or other government agency.
Experience overseeing and developing programs, policies, and procedures in adherence with local, state, and federal regulations, including Medicaid.
Knowledge and experience with evidence-based treatment for youth and families.
Special Requirements:
Must possess a valid driver's license.
Must pass DMV record check.
Must pass TB test.
Offer of employment is contingent upon the candidate passing a fingerprint based National Criminal History Record Check.
Child Protective Services Requirements:
Effective 1999, mandated by the Department of Behavioral Health and Developmental Services 12VA35-105-400 rules and Regulations for Licensing Providers by the Department of Behavioral Health and Development Services related to Criminal Registry Checks, a search of the registry of founded complaints of child abuse and neglected maintained by the Department of Social Services.
Work Schedule:
Monday - Friday 9am - 5pmStarting Salary Range:
$96,076.
50 - $124,897.

The check will bounce and the victim is left responsible.
